It exposes the legality and constitutionality of the concept of a closed neighborhood, showing the actions taken by those who preside over the neighborhood boards with a justification based on issues of public safety and the legal scope of said acts that cause violations of fundamental rights and tensions between neighbors. It delimits the normative dimension of administrative and constitutional law with the concepts of effectiveness and validity and confronts the extra-guarantee theories of citizen
