Emergency Federalism: Sonora in the face of the Covid-19 pandemic

This research presents the legal and constitutional framework for the actions of the Sonoran authorities in an emergency situation such as the one that arose from the COVID-19 pandemic. It also provides a chronological and detailed description of the measures that were implemented from a normative point of view to face the emergency. The work, in its final part, reflects on the following questions: Did the legal framework in the State of Sonora contain the necessary provisions to face, in an orderly and effective way, a phenomenon like the Covid-19 pandemic? And did the law created in this period equip the authorities with the ability to react appropriately to the emergency? In this regard, it is concluded that while there were provisions that gave the state executive some room for maneuver, its effectiveness was seriously limited by the actions or omissions that were presented from the federal sphere.
